Arc flash, approach boundaries, PPE categories and the parts of NFPA 70E that govern how work gets done rather than how an installation gets built.

The NEC and 70E are different documents with different jobs. The code tells you how to build it; 70E tells you how to stay alive around it, and it is generally what OSHA looks to on safe work practices. The one line in here that is not a judgment call: above 40 cal/cm2 there is no commercially available PPE, so the equipment gets de-energized. Everything else is risk assessment. That one is arithmetic.
